No, target throughput for a single block blob is around 50 Gbps (see Azure Storage Limits - getting them scanned should not be a problem.

No. Once a blob is persisted in Azure Blob Storage an event is stored in the Change Feed. This change feed is read every 60 seconds and the scan is performed. Real-time scanning would require to scan the blob before it is stored in Azure Blob Storage - this is not possible with this product.
